In the movie ‘Negotiation,’ the female lead, Heo Jae-eun, is a negotiation expert at the local police department. She rushes to the scene of a sudden kidnapping in Seoul during a blind date and negotiates with the kidnappers for thirty minutes. The robbers, two Southeast Asian men, fail in their robbery attempt and plan to use hostages to escape the country.
Heo Jae-eun tries to persuade them to put down their weapons, but one of the kidnappers notices that the special forces outside are getting closer, causing his emotions to become increasingly unstable.
The boss insists on using force without ensuring the safety of the hostages and orders to shoot, resulting in both hostages being fatally stabbed. This incident makes Heo Jae-eun feel guilty for not fulfilling her duty, so she submits her resignation to Captain Jung. However, the captain rejects the application and advises her to take a few days off and discuss it further when he returns from his business trip. But the next day, team members hurriedly come to Heo Jae-eun’s home, saying that the chief of the Seoul Police Department wants to see her.
Heo Jae-eun is immediately taken to the war room to deal with an emergency situation, where she meets not only the police chief but also the secretary of the National Security Council. Heo Jae-eun is arranged to talk to the kidnappers alone, but unaware of the situation, she arrogantly hangs up on the caller twice and questions the chief about the current situation.
